Brief outline of development strategy
Under the provisions of the 25 March 1994 Act on Warsaw's political system, the local authorities are responsible for planning the capital's development strategy and urban development programme.
The passage of resolution no. XXXVII/315/96 by the Warsaw Council on 23 September 1996 paved the way to works on Warsaw's development strategy.
Under the work schedule, passed by the Warsaw Council in resolution no. XLIII/355/97 of 20 January 1997, the undertaking was divided into two stages. Stage I ended with the preparation of the "Warsaw Development Strategy until 2010. The report on Warsaw's condition. Structural changes and tendencies in social and economic development in Warsaw in 1990-1996" passed on 19 October 1997 by the Warsaw Council in resolution no. LVI/452/97.
Stage II was completed with the passage of the "Warsaw Development Strategy until 2010. The terms, strategic and operating goals for Warsaw's development and tasks for execution".
The above documents, which marked the completion of each stage of the works, provided a formal basis for the "Warsaw's Development Strategy until 2010".
The works relating to the development of the Strategy were supervised by Professor Alojzy Zalewski and Marek Ziółkowski and were conducted by the Warsaw Development Strategy Team comprising Izabela Jakubczak, Małgorzata Skura and Dorota Zbińkowska in the Warsaw Board Office, the Urban Development Department.
The general goal was defined in the course of the above works.
General goal - Warsaw's Missions
Warsaw as a European metropolitan area characterised by dynamic economic growth and increasing living standards
and main strategic goals which are:
- improvement of living standards and Warsaw's attractiveness
- development and improvement of the municipal transport system, establishment of efficient transport links between the capital, domestic and foreign regions
- stimulation of economic growth
- stimulation of the development of business, scientific and cultural organisations and institutions acting on the international scene
- supporting the policy of sustained development in Warsaw and integration of the metropolitan area
the execution of the above goals will:
- improve living standards and residents' safety,
- minimise the distance between Warsaw and other metropolitan areas in Europe,
- make Warsaw more attractive for business investors, emigrants and tourists,
- increase the efficiency of local authorities.
The strategic goals for Warsaw's development have been formulated in joint effort with the team responsible for the Study of the Goals of Warsaw's Urban Development Policy under the supervision of Professor Zygmunt Ziobrowski, and were passed by the Warsaw Council in a resolution of June 1998.
Strategy implementation in 1998-2000
75 tasks were formulated as part of the strategy. In a resolution of 25 May 1998, the Warsaw Council defined 11 priority tasks. Their priority status is presented in the table below:

In 2000, Warsaw authorities and Warsaw-Centrum borough increased their spending on the police 18 times from 1999;
Warsaw authorities are financing the overhaul of police stations and the purchase of police equipment. Purchasing costs increased from 2.294 bln PLN in 1999 to 6.450 bln PLN in 2000.

Major tasks awaiting execution:
- Introduction of priority traffic rights for municipal transport vehicles (tram and bus traffic management system, introduction of separate traffic lanes for municipal buses);
- Adaptation of PKP city railway line for the needs of municipal traffic (city railway system) and integration with the remaining public transport systems;
- Introduction of a programme for the selective collection, utilisation and storage of solid waste;
- Development of a co-ordinated system for the promotion of Warsaw's economy;
- Creation of preferences for the development of modern business activity, in particular industries which use advanced technologies;
- Construction of a congress centre with hotel and catering facilities;
- Counteracting depreciation and the overhaul of municipal housing resources
Warsaw's New Urban Development Policy
The Warsaw authorities are also involved in the preparation of the following acts:
- Long-Term Investment Plan for 2000-2004
and
- The Warsaw Urban Development Plan, including binding decisions for boroughs during the preparation of local development plans.
The Warsaw Urban Development Plan will implement the following decisions made by Warsaw Mayor Paweł Piskorski in December 1999:
- Elimination of conflicts regarding urban planning decisions between Warsaw authorities and Warsaw-Centrum borough,
- Supporting Warsaw's development in view of new urban planning projects, such as Zachodnie Centrum, Praski Port, Siekierkowski Route, while retaining the unique features of the Warsaw's historical architecture,
- Definition of building height and density in various parts of Warsaw,
- Development of framework projects to introduce a uniform road, traffic and parking system,
- Introduction of the principle of sustained development.
